Refining and Petrochemical Vice-Presidency Projects

Client:  ECOPETROL´s Refining and Petrochemical Vice-Presidency.


Scope:
ECOPETROL retained VQ to provide Owner’s Engineer Services to assist in the implementation of projects in accordance to ECOPETROL’s Project Maturity Model. The overall scope included project planning, coordination and control to achieve ECOPETROL’s corporate goals regarding scope, cost, schedule, quality and HSE.

Relevant projects included:

Barrancabermeja' s Refinery Management (BRM): Refinery-Grade Propylene storage capacity expansion from 16.000 to 30.000 Barrels.
  • BRM power distribution system upgrades to ensure continuous power supply with a minium reliability of 93%.
  •  Procurement and Installation of pressurization equipment to eliminate potential leaks of toxic or explosive gases in thirteen control rooms at the BRM. The purpose of the project was to achieve a continuous G1 non­ hazardous environment according to the International Society for Automation (ISA) STANDARD S71.041, Environmental Conditions for Process Measurement and Control Systems: Airborne Contaminants.

  • BRM's UOP II Cracking Unit: converter and muffler tower upgrading.

  • BRM Turboexpander Plant: instrumentation and control systems upgrading.

  •  BRM: application of protective fireproof material as part of the Passive Protection Master Plan implementation. The purpose of the project was to minimize potential impact in the event of fire at the BRM facilities.
  •  FCC UOPI Unit: particulate emissions reduction to 170 mg/nm3 and catalyst recovery for final disposal.
  • BRM Orthoflow Plant: Particulate emissions reduction. 
  • BRM Power Control : SCADA system upgrades to reduce power start-up time, optimize coordination, increase human reliability and optimize industrial services power supply.
  • Raw Water line replacement to ensure supply of raw water from the San Silvestre Wetland area to the BRM. The project included system upgrading to meet requirements set out by the BRM's Industrial Services Master Plan. 
  • BRM's access roads improvement.
  • Replacement of the R1101 (H2) paraffins treatment reactor and R1121 (H2) hydrotreating reactor to improve facilities' reliability.
  • Infrastructure construction for a new mixing system for regular and extra diesel, and special thinner production. The system was design to have automatic control of the components mixing ratio, online sulphur measurement and inference of properties offline using NIR technology.Ecodiesel S.A. Biodiesel plant: Biodiesel - Distillate mixing facilities; industrial services interconnection; and wastewater treatment system facilities.
  • Compliance Plan implementation to reduce phenols concentration to 0.2 PPM at the Wastewater Treatment Plant (PTAR) discharge point.
  • BRM facilities's Mist Lubrication system and upgrades of the 597 pumping systems.
  • BRM Ethylene II Plant instrumentation and upgrading of the control and protection systems.
  • Technological modernization of the New LPG storage station's safety system.
  •  BRM's petroche mical units: Construction and start-up of the Flare 4 ignition system associated with the polymerization process units U-2200, U-2250 and ethylene distillation U-4100.
  • GRB's production units power systems and ET-1 9 Transformer station reliabil ty improvements.
  • EPC contract to increase the GBR Asphalt Plant capacityWater treatment plant U-830: retro-wash system, regeneration and discharge systems.
  •  Procurement and installation of driver's biometric identification access system; truck plate identification by radio frequency (RFID); and video monitoring of loading operations.
  • Biodiesel discharge and delivery to the BRM's distillate mixing station
  • South Central Regional Exploration Management (SCM): Sour produced water reuse system for crude desalting.
  • BCM: Procurement, installation andcommissioning of segregation and waste sodas treatment systems.
  • U-2100 plant: Basic and detailed engineering, procurement, installation and commissioning of the H-2101/2102 convection ovens upgrading.
  • BCM's Cooling Towers: motors and blower procurement, installation and start-up.
  • BCM's Phase Ill U-830 Water Plant upgrades: installation, testing, commissioning and start up.
